West Virginia State Code defines a Family Resource Network as “a local community organization charged with service coordination, needs and resource assessment, planning, community mobilization and evaluation.” FRNs are coordinating bodies and gateways to their respective communities.

The Monroe Coalition for Children and Families, Inc. was established in 1992 as one of the first five Family Resource Networks in West Virginia. Our mission is to plan, develop, sustain, evaluate, and monitor a comprehensive service system which provides prompt, user-friendly, barrier-free support, prevention and intervention services. All planning and coordination activities for the Monroe Coalition for Children and Families (FRN) is accomplished through committee/team work. Our work is focused on seven goals that reflect community activities while meeting contractual obligations.

Our Goals

  • Monroe County parents have adequate resources to protect, nurture, educate, and support their children

  • All Monroe County Children will be ready to succeed in school

  • All Monroe County Citizens will achieve and maintain good physical and mental health

  • Monroe County children will live in permanent, stable homes

  • All Monroe County citizens are safe in their homes and community

  • West Virginian’s will possess marketable skills and have access to good jobs

  • Meet contractual obligations to ensure responsibility and organization when responding to the needs of the county

As a way to meet these goals, we collaborate with multiple groups within the county and throughout WV.

Michelle Groves McFall

Michelle Groves McFall has been a lifelong resident of Monroe County since November 19, 1971. She is the daughter of Bob and Carol Groves and currently resides in Sinks Grove, WV with her husband of 27 years, James Michael McFall.

Michelle has four children and 6 grandchildren. Michelle has devoted her life to Monroe County and the residents of the county. She has worked as Monroe Day Care Center’s Director for 18 years and has been the FRN Director for 6 years. Michelle also sees herself in the role of President to the Union Area Chamber of Commerce.

Michelle has overseen and conducted various events for the community that have helped see to the better good of all those who are living in Monroe County. Some events include holding a food pantry once of month for low income families, hosting 13 mobile food giveaways to date with Mountaineer Mobile Food Bank, a yearly Community Baby Shower for expecting mothers or recent mothers, a yearly Back to School Agency Fair and a yearly Angel Tree Christmas Giving Program.
