
A Board of Directors is an appointed committee that has overall responsibility for the management of a nonprofit organization. The board of trustees holds “in-trust” the funds, assets or property that belong to others and has a fiduciary duty to protect them. Most importantly, the board of trustees oversees and advises management on issues facing the organization.
Currently there are six active board members and one ex officio board member for the Monroe County Coalition for Children & Families. Board membership is comprised of, but not limited to, DHHR, FRMS (Behavioral Health), the Board of Education, the Monroe County Health Department, and community members. Representative membership in the FRN is also available to consumers of services and community organizations, advocacy groups, religious organizations, the business community, and other service providing agencies wishing to participate in the future development of Monroe County.
As an evolving organization, we are looking to expand our Board of Directors and enlist new Family Representatives that can provide insight and direction about how to serve our community. Responsibilities of a Board Member include attending the Board of Director’s meeting once a month. A Board Member can choose to become more active if they wish and assist the director with further planning and coordination of services. Individual membership is open to those who live and/or work in Monroe County and are interested and willing to participate in the mission of the Monroe FRN. All memberships are without regard to race, creed, color, national origin, sex, disability, age or religion.
Barbara J. Hughes
“As the Monroe County Family Support Specialist for the WV DoHS (formerly DHHR) since 2018, Barbara is passionate about helping our community members connect with services and opportunities to make their lives better. Barbara began her career with DoHS in 2012 as an Economics Service Worker which raised her awareness of the needs in the area and situations people find themselves in. Having worked as a map spotter and Crew Leader in Monroe County for the Department of Census during several operations, Barbara has a real understanding of the geographic challenges and situations in the area. One of Barbara's favorite quotes is; "Don't judge people for the choices they make when you don't know the options they had to choose from.”
Donna Boothe
Donna is a retired teacher after teaching for 34.5 years, she graduated from Concord College and then pursued a Master's Degree from Marshall University. Donna is active in the Peterstown United Methodist Church and is an assistant administrator of PUMCEFP. She has been married to her husband, Steve Boothe for 57 years and resides in Lindside, West Virginia. Donna has two children, four grandchildren, and 2 great-grandchildren.
Tammy Brown
I am currently the counselor at Peterstown Middle School. As the school counselor, it is my belief that all children can benefit from a program that fosters academic, career, and person/social development to ensure that every student becomes a socially, and emotionally adjusted, contributing member of society. As part of the team at Peterstown Middle School, we are committed to doing "whatever it takes" to accomplish this goal. I began my career in the Fall of 1996 where I spent a total of 6 years as the Peterstown Elementary Music Teacher. Next, I took a position at Peterstown Middle School as the band director for 2 years then after receiving my master’s in school counseling I became the school counselor where I have spent the past 19 years. I have a passion for helping our students become the best version of themselves, but on the side, I also enjoy spending time with my husband and 3 children. Some hobbies I enjoy are playing music with my husband in our praise band, spending summer days at the lake and traveling to different places as often as I can.
Zachary Dennis Taylor
“I live right outside of Union with my wife Kate on our family farm. We have three children Juliana 26, Alaina 22, and Gavin 21. I’m currently running a Cow-Calf operation and a few stockers. I sit on the cattleman’s association board as Vice President. Before moving to Union I worked as a defense contractor with Radio Reconnaissance Technologies. I served as a communication specialist in Afghanistan on the Poppy Eradication Force from 2004 to 2005. As a hobby, I enjoy wood turning and blacksmithing when time permits.”
Patricia Mouser
“Although my family lived in Barbour County, I was born in Randolph County, West Virginia. In 1979 I married Carl Mouser and together we have four children, seven grandchildren, and 13 great-grandchildren. In 1986 my husband was called into the ministry and took his first appointment in 1988. I have worked at various positions in the church preparing for several functions, Sunday School teacher, and program director. Over the past 36 years, we have lived and served in five different counties. In Mingo County, I served the Town of Kermit’s Beautification Committee, and in Monroe County, I served on the Greenbrier District’s Clergy Support Committee. I have volunteered in 4-H, Boy Scouts, and Band Boosters. I have worked at restaurants and a glass factory. For seven years, I ran my own daycare in Lindside and before I retired in 2015, I worked as a CNA for Pro Nursing in Huntington for six years. Currently I volunteer and help out at the Greenville Senior Center and FRN in Peterstown. I love to work with children and the elderly. I enjoy helping others.”
Julie Mundell
Julie is a Registered Nurse with over 28 years of experience and has been with Monroe County Health Department for 20 years. She received her Associate’s Degree in Nursing from Fairmont State University and her Bachelor’s Degree from Davis and Elkins College. Julie is married and has 2 sons.
Jade Hefner
My name is Jade Hefner, I am the secretary for the Monroe county coalition. This is my home town, I have three children and love working with people. I like being involved with our community and helping others.
April Ernst
“I am April Ernst and I am married to Scott. We own Old World Libations and I volunteer in many capacities in the community. I love working with different agencies and groups that serve our community.”
Mandy Walton
“I am Mandy Walton and I live in Monroe County, West Virginia. I am happily married to my husband Justin, I have 2 children. My daughter Jalynn and my son Jace, we also have my son’s girlfriend Adrianna and their son Justin. We enjoy doing things outside and traveling as a family. I work part-time at the Greenbrier Resort as a retail salesperson. I love helping people and being with my friends and family.”
Tracy Dransfield
Tracy Kegley Dransfield is currently a middle school counselor at Mountain View Middle and Elementary School. Her entire career of over 30 years has been in public service: with public health, teaching college classes, hospice and high school and middle school counseling. She holds a Masters in Arts in Sociology from The University of Tennessee, Knoxville, and a Masters of Education in School Counseling from American Public University. She is the mother to three sons and one daughter. She lives and works as well on her family’s dairy farm in Gap Mills. Her hobbies are spending time with her grandchildren, activities on the farm, sewing, cooking and reading.
